2 Step Verification can send codes to devices even when disabled in settings.
This is an uncommon bug within Roblox and is not well known.
If you are experiencing this, you will have to change your e-mail to an e-mail address that has never been used on Roblox. This should completely fix the bug.
It is unknown if the former e-mail addresses that were once registered will ever have a “fix”.
