In this context, no it wouldn’t be safe as the person who stole your account can easily just take it back. You’re going to have convince support to change the original email to yours. A way of doing this is providing your billing information and anything relevant that further proves it’s your account.
That’s exactly what I did. I initially gave them enough information for them to recover my account back
