Add the "paid access" bar back into the new Upgrade page

The “Paid Access” bar of information on the old Upgrade page is missing from the new Upgrade page. People should know what they’re paying for, and it’s not helpful to omit this information when it’s still relevant.

If this feature is put back into place, users will know what they pay for, and can find out about the 30% tax and the downsides of Premium much easier.
