Adding a glow to guis?

I’m making a scifi-themed game but while making the gui, I’ve ran into a problem. I am trying to make it glow to give it more effect but I can’t do it. I use paint . net, which is probably not for this type of stuff. Could anyone tell me how or what editing software to use to make gui glow.

I want it something like this:

Adobe XD. It’s free and awesome. Very easy to use and nice interface. Commonly used for UI work as well.

I got it for free somehow, just start a trial and don’t continue a membership, see where it goes.
