Ads Manager Not Spending Budget At all?

I’ve tested numerous campaigns, ranging from 10-500 credits lifetime budget, and using the sponsored experience format I have tested max bids between 0.01-2.00 CPC. No matter my max bid, target audience size, campaign budget, or campaign lifetime; the ads manager refuses to spend hardly any credits at all.

The best results I got was 9 credits out of 200 spent, however it usually just spends between 0 and 0.40 credits, even though the bid is as high as 2.00 CPC, and the audience size is 170M+?

Does anyone know why this is happening? Is it a reporting issue? It doesn’t seem to be, according to my game analytics. This is hardly sustainable or scalable in my opinion.

Additionally, running ads is not possible to do 50% of the time, as I just get an error pop-up message, and the reporting on my entire ads manager seems really strange. Ref screenshot below…

0% CTR but 227 attributed plays on the campaign? Are the plays coming from elsewhere and incorrectly being attributed to the campaign, or are the CTR stats wrong? I kind of need to know this.

Update:

I just tested the same campaign on my end, and had one of my Developers run the same campaign on their end.

After 1 hour, my campaign had 711 impressions, and his had 31,000. This was a 1:1 campaign.

I think my ads manager is broken.

Hello

No sorry I have still not been able to resolve this issue.

To report; changing my company name in the ads manager seems to have resolved the issue…
