As a Roblox developer, it is currently impossible to wear pants or shorts with dresses & skirts.
If Roblox is able to address this issue, it would improve my development experience because it will allow me to be able to customize my avatar more freely. For example, I might want to wear pants under a short skirt. Some UGC creators made pleasant leg warmers that would pair well with a dress. I believe this feature will add more creative expression on the platform.
The Avatar API is your friend, since this doesn’t validate layers (which is probably a bug in its own right). no fr we need an advanced layered clothing editor

What I believe you are wanting is a way to choose which piece of clothing is on top of the other. This feature already exists. You can do this on your Avatar customization screen.
