I’m making a farming game, there is a farming tool called “hoe”, I’m not sure if Roblox allows this word to be used in-game.
If they don’t, what are the better alternatives?

Plow (or plough), not exactly the same tool but near enough to be a substitute.

A hoe is an actual object in relation to gardening, so I doubt Roblox is going to moderate you providing you only reference it in this context and this context only. Providing you make no jokes about it in tool descriptions or scripts or your game itself etc, you should find moderation will not be bothered.
Many words exist which have informal and offensive double meanings, even emojis etc.

You PROBABLY won’t get moderated for that, and even if you DO, you could easily explain “It’s a gardening tool” and show a screenshot of the word “hoe” being associated with the tool. Minecraft does it and it is considered kid-friendly.
