I’ve seen numerous people inserting offsite links in their scripts, but is it fully allowed? Most free model scripts I’ve seen with offsite links are still around, but I want to know if it’s fully allowed.
No. The same link rules for the site apply.
If you’re using HTTPService, you obviously can put a URL in where needed by the function—but not in comments (including call to actions, e.g. “go to [this site]”.

Depends what kind of offsite link it is. Like Elliott mentioned, the rules for sites in comments of scripts are the same for including them on the website, but it depends on the context and what link it is.
For example, GitHub isn’t necessarily an allowed link by the standards of the rules, but it’s allowed on the Developer Hub. Similarly, you may put it as a comment in your script. Links to licensing pages or attributions are also acceptable if needbe, in order to abide by the terms of a license.
