Any way to fix visual artifact on scroll bars?

I don’t know if there is something I can do different to get this strange visual problem to leave my scroll bars.

I see… so in other words, there isn’t anything I can do, considering sometimes the scroll frame size will cause the glitch and sometimes it wont.
