I would like to test out tools that need players to test, and taking the time to get up another device etc to get in a game is a time I shouldnt have to waste, I know there has to be a way to make a fake player for testing.

No need to get two devices. You can have multiple clients running on one device. Starting a Local Server opens up the server view (what the server would see at run time) as well as views for each number of clients you specify below.
Just a note, that this is rather demanding on the computer.
If you want to simulate a player joining the local server you have, go to the server window and click Start with 1 player chosen (or how many players you want to simulate joining).
It is only 1, just for testing jail purposes.

Accurate Play Solo feature is enabled by default and it gives the exact same result as local server with 1 player.

What I mean by simulate a player joining is that:
You already have a local server simulated maybe with two players, but want to add another one.
Instead of restarting the local server, just go to the Server Window that represents the local server and click the button to “Start” a local server. What it will do is add the selected amount of players onto your current local server.
If you have an issue that only appears when a player joins a server then this is a very useful option.
Just wanted to add that because its a feature that can be missed.
