You should add that your ship has a stock of X explosive barrels that you can drop in the water and then when someone shoots/moves into it they explode with a large radius. (Maybe make them invisible to enemies even? :O)
Or have some kind of mortar attack that you can activate every once in a while for longer range attacks or for hitting stuff that isn’t on your sides.

I’m thinking the flags should stay pointed in one direction indicating the wind direction, though I don’t necessarily think you should implement wind effects since tacking against the wind can get old fast in an action game. Though it does add strategic elements. Maybe it could be another mode

EDIT: The Long Nines make you slower though, they’re heavy.
This is obviously very new and I’m not sure what you have planned, but it seems like the game would be very bland without some neat game modes to go along with it.
Team based gamemodes would be pretty awesome. The combat seems pretty good so far but like I said if we’re just cruising around the map shooting people it doesn’t seem to appealing in my opinion.
One example of a team based gamemode that could work with your system is a mode in which there’s a royal fleet protecting a single ship in the center, and your fleet has to travel from PointA to PointB without losing that primary ship from outside attackers.
