Are alt accounts against TOS?

Only if those alternative accounts are used to break other roblox rules.
In that case the accounts get perm banned with the moderator note saying something along the lines of “Do not create accounts to break the rules of roblox”
Otherwise, having alt accounts is not against the rules.
No. Almost every Roblox user has had an alternate account at some point. David Baszucki himself has alternate accounts.
