Are chance gamepasses considered as paying for random items?

Hello. Suppose in my game, players have a chance to receive a non-resellable legendary item after each game ends. I’m planning to introduce a 2x drop rate gamepass, which would increase the chances of receiving this legendary item. However, I’m unsure if this mechanic would be considered as paying for random items (i.e. ArePaidRandomItemsRestricted API). And does it considered as gambling?
