As you may know, chromebooks can play the android version of Roblox. Are they considered tablets?
I think they are, considering on a Chromebook, you can’t play computer-only games. I also know this because I own one, and they install roblox via the play store. I don’t use my Chromebook for roblox anymore, I use it for school.
Some chromebooks support installing games from the Google Play store I think. Not sure if it’s a different store or not. If the chromebook has a touchscreen, it could be considered a tablet by some games, however it does consist of mouse and keyboard integration with it.
Chromebooks run a Linux distribution. A PC is a Windows device running a version of Windows, but is also used to refer to apple desktops and laptops.
In the end, a Chromebook will not run files from Windows just like a Mac cannot run a Windows file (without certain software) and Windows cannot run Mac software (known as an app) (again, unless permitted by certain software).
Technically, they are, they use Google Play and they don’t support the browser.
