To be clear: I will not put any anti CCP messages, flag burning, depictions of politics ANYWHERE. But what if I add signs like “Free Hong Kong!”, “Revolution!” etc. Is this against TOS or allowed?
No. Nothing regarding real world events is allowed on Roblox.

Yes. You could still do a protest but as you said, keeping the name different and trying not to match the context 1:1 with the real life event could make it safe to be implemented.
