Arrow Keys Not Working in StarterGui

Reproduction Steps

  1. Navigate to the StarterGui in the Explorer, or any descendant of it
  2. Try to use arrow keys to move up or down in the Explorer

Expected Behavior
Same behavior as outside of StarterGui; up/down navigates to next/previous and left/right collapses/expands

Actual Behavior
The selection does not change, instead, the camera moves in the direction of the arrow keys (as if using WASD)

Private message to staff includes a better example in production, but this is a quick one in a new baseplate with a few elements (file was above 10MB):

I tested it and I can confirm this behavior.
