No, it counts as private information.

No, this is considered PII. (Personally Identifiable Information isn’t allowed, not necessarily anything private.)
Community Rules:
Do not ask for or collect (or allow the transfer between players in your game) any personally identifiable information (PII) .
Another source giving legal examples of PII:
Certain information like full name, date of birth, address and biometric data are always considered PII.

What about using roblox join date and having a ROBLOX birthday celebration?!
Join date is entirely different from the users actual birthday / private information so that should be allowed.

You can easily get that, you don’t need to ask players for it. But yes the creation date of your Roblox account isn’t personally identifiable so that would be allowed.
