Attempting to drag a tab only drags the X button

Reproduction Steps
Open a new file and drag the viewport tab.

System information:
Windows 10
Intel Core i5-6500 CPU @ 3.20 GHz
16 GB
NVIDIA GeForce RTX 2060

Expected Behavior
I expect the entire tab to drag with my mouse.

Actual Behavior
Only the X moves when I drag a tab.

This became a problem closer to when the script editor was being overhauled IIRC (many months ago).
