Stalingrad and Leningrad took place wayyyyyy back in 1941 and 1943 or so, more than 8 decades ago. Roblox actually allows depicting real-life war/conflict games but the catch is that the war or conflict-in-question must take place in 10 years prior to the current time, which means the most recent and latest you can go is around 2014 as of now; around the time of the Donetsk conflict.
If you go later than that you might be treading on thin ice and eventually your game might end up like Larkiv - taken down. However you can circumvent this by replacing the real belligerents with fictional factions, and turning the maps into fictional battles that somewhat simulate the real battles fought. This is how games like PROJECT and Syrian Shenanigans were able to pass the vibe check - by either replacing the real factions with fictional ones, or refusing to mention or reference them outright (e.g replacing flags and renaming sides). ESPECIALLY excluding real-world terrorist groups.
And no, fictional conflicts don’t fall under this category (e.g China vs Taiwan, for now), — but however the gamification of hot-contested disputes (e.g the South China Sea/Paracels and Spratlys and the 9-dash line or conflict between all of the 5 nations that lay claim to the waters) might have a chance of being taken down as well.
And the gamification of real-world tragedies, well, they’re banned for a reason (e.g 9/11 simulators or the Beirut port explosion). They’re counted as promoting or glorifying violence or terrorism.
And lastly, games with political messages - Apparently Roblox isn’t that much of a fan when it comes to politics (which is kinda sad for political enthusiasts like me tbh), but election simulators are permitted.

So to answer your question, WWII games and battle depictions ARE allowed. However just don’t get too crazy with the no-no german symbols (e.g funny-looking double thunderbolt symbol, or the hakenkreuz/swastika [obviously] DO NOT PUT THESE), and you’ll be fine. You can use the Iron Cross or the Balkenkreuz for the German side if you’re asking for which symbols are permitted.
