(Blender) How to achieve hair using "hedgehog" method?

I’m practicing Blender and I wish to move onto hair, but I’m sticking with the simple variation of Anime hair.

I was wandering how stuff like this is achieved?:



The way I see this achievable right now is through subdividing an ico sphere, then extruding the triangulated face and achieved this:

It’s ALMOST there, but I feel like I’m doing this wrong and perhaps there is a more efficient method. Any guidance on this?
