Box over the "File" button blocking user from clicking it

I am posting this bug on behalf of a user named panieldarks who seems to be experiencing a bug where there is some box over the “File” button so he can’t always click on there to save his places.

Computer specs that he told me:
Macbook pro 2016
MacOS Sierra Version 10.12.2

What happends if you hit ALT + P? or isn’t that a command in mac?
