This gear says that there is remaining some limiteds that you can buy, but because of this bug you can’t buy them and instead you buy a limited from a seller if you click Buy button. If you check the comment on the gear you will see everyone can see the bug.
That bug was left there to be a reminder to the hat team to make sure you don’t accidentally add an extra zero to the stock
