Bug report wizard should do more to prevent accidentally posting in the wrong category

I just posted a studio bug report in engine bugs because the wizard loaded the second page from a draft, but the draft was empty. I didn’t realize it was already chosen to post in engine bugs because this page had empty fields, so I had assumed the wizard starts you at this page.

The wizard should fall back to the first page if the draft contains nothing other than the category selection.

Also, there is some text at the top of the page telling you the selected category, this is easy to miss. This should be repeated at the bottom of the page since that’s the last place I’ll be looking right before I post the thread. This would have also prevented this mistake.

I added a note to the bottom with the same content:
