Whenever going to the homepage of the devforum, it seems that the Bulletin Board doesn’t appear anywhere. But, when in a category and clicking the button at the top to change category, you can see it. The color of Bulletin Board changed, so maybe this is why it’s missing.

The category is muted by default for all users. As users are not really supposed to read new threads in the category to begin with. There isn’t any hindrance as you can still create new threads assigned to the category even though it is muted.
