I just want to know if <13 users can make posts on community forums because I have an upcoming game for younger audiences and I want to make feedback and bug report categories. Will developers be able to read them even if they are not in a similar age group?

I think only 13+ users can access the Community Forums. How you can tell is if your <13, the forums tab in your community or any other community won’t appear.
Perhaps you could implement a Feedback System in your game?
On March 18, they will be unable to. They’ll have to be 13+.

Just put a feedback system in your game or they can join your server and give feedback, or join the game and ask for feedback.
