Can I implement my own Star Program in my game?

Greetings to the Roblox community!
At the moment I’m working on my game and I came up with a cool idea.
Is it possible to implement your own Star Program in your game, as Roblox(Star Codes) himself does? Does it violate any rules?
I am concerned about the fact that Roblox himself does not say anything about this in the agreement, so I need help from the community.

You are not allowed to pay your players (including YouTubers) in Robux on Roblox. But Roblox will not care and cannot see your transitions with dollars/crypto with the YouTuber, therefore it can be made, but you cant pay him in Robux.
