I don’t have robux to make a group in roblox, but with TrelloAPI I think I can use trello for like logging members in it, and when I get the sufficient robux then I would create the group there and delete the trello.
How will it work?
Well, in my game I would add: “Join Group”, and then there’s a panel where you can manage your rank, leave the group and etc.
Why I don’t do it right now without asking this question?

I don’t think anything is stopping you from doing this.
If I recall correctly, the Roblox TOS only says that they are not responsible for anything done with third parties, so in the case of scamming/threats/other violations that happen in that group, they will not take responsibility.
Though, I think having an actual group is much more manageable and discoverable with SEO, as not everyone has Trello. But if you’re alright with that, I think you could go for it.
