Can't Create Badges Despite Having Permission

In a group where I have the permission to create badges, I am still blocked and told I do not have permission. My client gave me access and confirmed it was saved, and I still get this message when creating a badge:

Hello, I can take a look into this issue. Could you please provide me in a DM your group id, user id and badge id?

Also by permission do you mean you have the “Spend Group Funds” permission?

We talked previously in DMs but I just wanted to update you. We decided to remove the Spend Group Funds permission. Now you will need the three enabled permissions seen in this screenshot

This applies even past the first 5 free badges.
