Can't create new roles in groups

Whenever I click the “Create New” button to create a new role in a group no menu pops up for me to do so. It just makes the screen darker and that’s it.

The bug happens every time I try to create a new role in a group.

I tried using Google Chrome and Microsoft Edge and both of them reproduced the same issue.
