Can't import banned player character

I am trying to import a player character model in studio, but it seems like i can’t import players who are banned. I’m using the most popular player character importer plugins.

Can this be fixed?

Users that got deleted their accounts get all of their data erased or archived/classified including player characters. This cannot be fixed.
