When I try to click Retry to try again nothing happens too, what do I do?

Firstly, save the game as a file so you don’t lose your work.
Then try restarting studio, your computer, check your internet speed, reinstall Robox Studio or check if Roblox is having an outage via status page. Try publishing you game again after you’ve tried these. If you still experience the issue, please file a bug report.

To publish an update to the game you’re editing, use the “Publish to Roblox” instead of “Publish to Roblox To…”. You should only use “Publish to Roblox to…” if you are publishing to another game

I have this problem aswell, i had to cancel an entire project as both main and development place suffer from this bug

The most common scenario for this, is something called HWID - banned. Your Hardware ID can be banned from Roblox, which essentially, prevents you from playing games on any search engine (however, the Microsoft store Roblox version still works to play games), and also prevents you from publishing any of your games, including games on alts. To fix this, you must get a new computer, as they do not lift HWID bans.

He’s right. I was having the same issue so I got TMAC and changed my mac address and it started working right.

The problem is probably related to your current internet, turn your modem off and on again and try to publish the game, if not, it’s probably related to your computer or the game.
