Can't Save to Roblox after Save to File

Reproduction Steps

1. Make any change
2. Save to File (Ctrl+S)
3. Save to Roblox (Ctrl+Shift+R)

Expected Behavior
“Save to Roblox” should work regardless of whether the file was previously saved by Ctrl+S

Actual Behavior
After saving to File, when trying to Save to Roblox, I get:

No changes detected. Did not save.

This was reported 4 years ago and has apparently been resolved, but it keeps happening:

Detailed description of bug; The option to “Save to Roblox” does not work if you had just used “Save to File”, even if the version on Roblox’s servers is different than that of your actual place file. Screenshots and videos of the bug; ["No changes detected. Did not save"] (My screen recorder did not pick up whatever hwnd/handle the Toolbar makes) Steps to reproduce the issue (be minimal, specific, consistent!); Press ‘Save to File’ Press ‘Save to Roblox’ Observe

Workaround
I have to Save to Roblox first, then Save to File.

Have you published it to Roblox? You can’t save anything to Roblox if it hasn’t been published to Roblox.

He means saving it to a file, yes you can save it to a file without having to save it to Roblox.
