CanvasGroup in UIListLayout when modified will flash or glitch repetitively

Expectation
The CanvasGroups should tween nicely with it’s descendants into its final desired size

Result
CanvasGroups flash or glitch out when tweening.

Repro steps
Launch the repro game attached, publish and play. Hover cursor on any of the colored areas
