After DMing a user on the forum to find out, I decided it might be helpful to show how one can change their profile picture on the DevForum.
Getting the Background
Here’s how it works: all backgrounds are accessories.
Keep in mind you will have to purchase one of these to get a background.

Applying the Background
Once you get the background accessory, equip it in the Roblox avatar editor.
It should look something like this:
Now, log out and log back in the DevForum.
Your profile picture will be applied! You can now un-equip the accessory.
