Chat bar displays incorrect message for PC and Mobile

While using chat, I noticed an odd bug that has been occurring since last year.

When using PC, the chat bar displays “Tap here to chat” instead of “To chat, click here or press “/“ key”:

And on mobile it displays as “To chat, click here or press “/“ key” instead of “Tap here to chat”:

To reproduce this bug for either platform, join any game that doesn’t use custom chat and check out the chat bar.
