Yes, but it must be unplayable. Even if it’s unplayable, it must be locked to 13+ I think.

It depends. I’ve never heard of it, so I recommend making a new topic in development discussion (carefully worded and phrased so it fits into that category) asking if it’s against TOS or not, and why it should or shouldn’t be.
