Clip Descendants Unexpected Behavior

I’m not sure if this is an engine bug or not but turning Clip Descendants off on a BillboardGui doesn’t work.

Here’s my explorer:

Clip Descendants is off for both the Frame and the BillboardGui

Behavior:
