We are looking for a Ui Designer to help me in my game. i have tried for atleast 3 hours looking for a UI Designer and they are to expensive. my budget is 150 robux or 50% of what the game makes.

150 robux is completely insane, your going to get awful looking UIs for that amount of money.

Your going to need a much bigger budget if you want some good looking UIs. Your game wont do well if your UIs are a eyesore to look at.
