Hello. I have some questions about devex. I can apply devex now, I have 30k robux, im 13+ etc. But I can’t get a bank account right now and PayPal too. Can I apply as my parent? Or should I apply for me but I will put patent’s card information when payment method mail came out?

you can just set your payment destination to your parent’s bank account when you receive the email.
