Constitution of the Kingdom of Winterzeit
CHAPTER I - The Kingdom

The full name of the Kingdom of Winterzeit is “The United Kingdom of the Winterzeit Lands and Territories.”

The official German name of the Kingdom of Winterzeit is “Das Vereinigte Königreich der Winterzeit-Länder und -Territorien.”

The King of Winterzeit is the sole monarch of the Kingdom and is considered the supreme ruler.

The Kingdom consists of the following provinces: Königsberg, Duisersheim, Rehnssen, Schehberg, Kreis Vargeberg, Strattacht, Nova Albaterra, Vogelgrund, Jogelburg, and Noder-Zeitbeck.
CHAPTER II - The Royal Family of Winterzeit

The King of Winterzeit is considered the supreme ruler of Winterzeit and all its lands.

The King of Winterzeit may, if deemed necessary, overrule the Volksversammlung (Parliament).

The King of Winterzeit may adopt and remove people from the Royal Family of Winterzeit at any given moment if seen necessary by the King.

The King may grant titles, lands, etc., as deemed necessary by the King.

The King shall manage the parliament, including opening, closing, scheduling sessions, and appointing MPs into it.
CHAPTER III - Die Volksversammlung (Parliament)

The Volksversammlung shall consist of the higher chamber (Haus der Herren) and the lower chamber (Haus der Bürger).

The Prime Minister shall be the head of the government of Winterzeit.

Elections for the Prime Minister of Winterzeit shall be held every 6 months, unless overruled by the King.

The King may or may not choose to follow the results of the election and may appoint anyone as his preferred Prime Minister.

The lower chamber shall be headed by the speaker of the house, appointed by the Prime Minister.

The Government shall consist of 3 permanent ministries: (1) Ministry of Defense, (2) The Home Office, (3) Ministry of Foreign Affairs.

More ministries may be added by either HM the King or the Prime Minister.

The Volksversammlung shall be dissolved every 3 months.

To pass a law, the law must be first introduced in the Haus der Bürger, usually through an MP or Lord. In the case that the bill passes the Haus der Bürger, the Haus der Herren must agree with the bill before HM the King of Winterzeit may sign it into law.
CHAPTER IV - Royal Branches

Royal Branches act as departments that are completely impartial.

The Supreme Court shall be considered a royal branch. The Supreme Court is to regulate laws and their constitutionality.

The Electoral Commission shall be considered a royal branch. The Electoral Commission is to regulate the election process and ensure it’s secret and fair.

HM the King may add royal branches whenever and however he wishes.
CHAPTER V - Basic Rights
- The Basic Rights of the Kingdom of Winterzeit shall be regulated by the Bill of Basic Human Rights of 1559, Kingdom of Winterzeit bill UB-089, stored in the Parliamentary Library.
CHAPTER VI - Capital

The Capital of Winterzeit is the city of Schwartzenburg.

The Capital of Winterzeit shall not be under the control of any province and is to be considered an autonomous region of Winterzeit and part of the Crown of Winterzeit.

The Parliament, Supreme Court, Main Palace, and other important governmental bodies shall be located in the city of Schwartzenburg.
CHAPTER VII - The Supreme Court

The Supreme Court shall act as the utmost body in the Ministry of Justice, having the final say in all matters of law.

The King of Winterzeit may overrule the Supreme Court if deemed vital.

The King of Winterzeit shall appoint whom he wishes to the Supreme Court.
