The format for rbxthumb is as follows and the order of parameters is enforced.
This was probably how it worked originally, but using any order of parameters should work currently.
The example listed
rbxthumb://type=Asset&id=24813339&w=150&h=150
is also valid in the form
rbxthumb://type=Asset&h=150&w=150&id=24813339
