Create a blur effect on player?

I have been trying to create a Phasing effect it is making the player blurred.
i want it to be on when a condition is true

Those actually seem to be particles. A semi-transparent particle emitter on every basepart with a blur texture png is my bet

What do you mean? Can you not change it with the emitter’s color property?
