It appears that the create place button has disappeared on ALL pages of the development tab.
Many other people have also confirmed this has happened to them too. According to the listed below browsers that have this issue, it seems that is isn’t an issue with the browser type.

This is still occurring at this time…
I feel like this isn’t a bug, and is intended for some reason.
That would make NO sense at all…
So instead of creating a place with ease on the site, I now have to sit and deal with the problematic upload dialogue in studio that freezes all the time. 
Yep… Doesn’t make any sense why it is gone now…
We’ve re-added the “Create Place” button to the develop page for now. We would prefer that developers only create places from Studio, but first we should add replacement text explaining how to create places in Studio and fix the slow publishing dialog in order to make this experience better.
