The button and the User Interface can be accessed even if you do not have permission to do so (group owner).
They don’t work when you try to use them if you don’t have permission, but they shouldn’t be shown to users because this creates unnecessary confusion.
Steps to reproduce:
- Go to your group
- Click “Configure Group”
- Click Roles
- Click “Create Role”
