Creating a skinned mesh from points?

So say I got this

I know the points on where the “particle” should be, now say I stretched it out, it wouldn’t work. So how can I use skinned meshes to create something similar to like GridCreator???

No dude I already have made it, I know how perlin noise and all of that works. In fact it isnt actually translating but rather changing the density of the perlin
