Yes, the crowns are still obtainable through periodic release waves. You will need to wait until the next wave to receive your crown, if eligible.

Reached over 1M monthly users 8 months ago, still did not receive anything. The staff said that the program isn’t discontinued though, so I will keep waiting.

The system either got cancelled completely, or it is on hold. You cannot receive any of them.

They’re still obtainable. Staff have confirmed that they encountered a setback but are working on distributing more. They recently did another wave of another Developer Award - the Swag Bag.
