This has been happening for a while and this also happens in games not just studio. I’ve seen this problem on multiple machines so it is not my graphics. Repro:
Insert part
Plaster a texture-existing decal on it.
Change the part’s transparency to anywhere around 0.5-0.9
Move the camera and watch the decal start flickering.
This has been a bug for a good while now. I can’t quite remember when it first started to happen. Can it please be looked into?

Since this is a graphical bug, it may be a good idea to post your GPU information. Also, do you know when it started happening? A start date could help tie the bug to a certain release.
Some other things which may help:
Could you try switch between OpenGL and DirectX in ROBLOX Studio’s settings?
You are using Windows, yes, or are you using a Mac? It could be a platform-specific bug, for all I know.
Do you have problems on more than one computer, or not?

Hmm, you didn’t list your graphics specs?
I’m guessing because you have an AMD CPU (processor), you have an AMD GPU (Graphics Processing Unit)?
One non-vendor (AMD, Intel, NVIDIA) specific way of finding your graphics info on Windows is to run “DxDiag.exe” which is part of DirectX which you must have!
If you run that, can you post the detected graphics information?

Your GPU is quite an old one, it wouldn’t surprise me if the flickering is caused by incompatibilities with ROBLOX. Do you have any other computers you can try reproduce the bug on?
I would try reproduce this, but I’m on my phone right now and won’t be able to access a computer 'til tomorrow morning, but I will see if I can reproduce the problem nonetheless.
By the way, I think there’s a good chance it is a hardware issue, but I could be wrong, of course.
Also, if anyone reading this has this problem on different hardware, please post here so we can try find a solution.

Well, there’s a laptop I could try it on. Also, the decals weren’t behaving like they’re now a few months ago. Maybe it is just my graphics.

Well, considering it used to work, it should be fixable. But there’s always the possibility that something that works fine on one computer can run incorrectly on another.
I’ll test this tomorrow on two different laptops, and see if I can reproduce anything. That should hopefully tell us whether it is a graphics issue or not.

This is what came up when I ran the program you linked me:
And I’m certain this is not a problem with my PC. I’ve seen this similar occurrence happen on the mobile app. Also it mostly happens when there’s a good amount of decals in one giving area.
There has been a bug for a while where decals & surfaceguis (and even other transparent bricks) would overlap transparent blocks from time to time randomly (and vice versa) even if they were positioned well apart, if that means anything to the almighty bug fixers?
