I think the Developer Forum could be a lot better if Roblox made the “Developer Forum App” that would be available on the App Store and Google Play. This would benefit the forum because instead of mobile users going to their browser every time.

Yeah, but what about a Desktop app? You can get it directly from google,
Discourse is a PWA that you can install on your device as a web app. Most mobile browsers are PWA-compatible and will have a menu option somewhere that will allow you to do that.
Please consult documentation of your browser for this! It should work with mobile devices too.
