Currently as a ROBLOX developer, it’s impossible to have a personal testing server without having to pay for vip servers.
A way to fix this would be developer servers. Developer places would act vip servers, but with a few key differences:
A user with edit permissions of the game wins the right to create a “developer server”, when created, the user has some options: Set game version and set access permission.

Set game version:
Set game version will allow the user to set the game version, useful to test out unreleased updates on a live server. -
Access permission:
Access permission sets which users can access the developer place: Useful to allow playtester to test the game without giving them edit permissions, this is also useful to reviewers. The only way for people without edit permission to access the developer place is to have the server link, and their account must have permission to enter the dev server
