EDIT: we’re going to consider this solved, feel free to file another thread with repro steps if this happens again and you can find a consistent case for when it happens.
I believe this happened to me a few months ago. This randomly occours when trying to access the site for a few hours and switching my wifi fixes it for some reason

This issue of not being able to access the Developer Forum happens at random times. Therefore, there isn’t a concrete or full explanation as to how you can reproduce.
However, there is a solution that I have found (at least it works when it appears for me): 1) For mobile, disable and enable VPN (as well as the data); 2) For PC/desktop, enable a VPN.
When was the last time this happened to you?
IIRC, some days ago… I was trying to make something here on the forum and then, out of the blue, everything got disabled: notifications, bookmarks, PMs, etc—only telling me that my access was denied. 
How often per month does this happen for you?
If I’m not mistaken, this happens 2-3 times at random days per month…

Let’s have this in a separate thread with some more details on the VPN issue, the OP never replied back to my request above and this seems to be about just one of the issues mentioned in OP.
Also note that we have some security measures in place to prevent attacks on the forum so it might be expected behavior that your VPN is blocked for forum usage.
